I did the poor man’s version of this for a while with shortcuts. Take a photo of the card and setup shortcut that brings up the photo from files.

People complain that Apple is late to the party, which is true. But; 10 years ago most barcode scanners were 1D lasser barcode scanners that are not able to scan displays. It’s only in the past years most companies starting to use camera scanners that allow to scan phone displays. Having this feature 10 years ago would result in many frustrating situations.
