What is the point of this
This setup is often used as a safety check in factories. The first key turn cuts the power to the machine, the second key unlocks the access door to do maintenance on the machine. It keeps someone from unintentionally opening the access while the power is still turned on and/or prevents the power being turned on until the access door key is returned.

Post office package boxes. That's who uses these. They leave a key in your box so you can get your packages, but that key gets stuck so you can't take it. As long as you want your package more than a useless key, they can use their second key to retrieve the first and put it in the next person's box that has a package. Don't you people live in modern neighborhoods?

The simplest explanation would be, that they don't want staff to surprise hotel guests in their room. For example: Cleaning lady checks for the key to do her job, can't get it because the guest is "at home". Guest hands in the key to go shopping, cleaning lady's key is released.

we had this when I was a janitor and it doesn't work. if you a certain set that fits both sides you can just take them all, and it was managers with that set that kept messing up so there are no keys available lol
