So 1 of 2 things was going on, it’s an accident scene hence the cops being there. Or the car was broken down and the cops were there to try and slow down traffic. There’s a tow truck already on the scene before the accident with the bikes

Why wasn’t the officer stopped way before the car… it’s his fault that he didn’t give enough warning. He’s lucky a car didn’t slam in to them.
