He was probly also batting him to block his face in fear so cap can go for the reactor with out tony blocking him

It was also part of the plan. He took the helmet off, so Tony would need to protect his face from the perceived attack. And because of that he wasn’t protecting the actual target the arc reactor.

I think he also wanted to let stark think he was gonna hit him in the head again, so he lets his reactor open
