the car did move slowly to alert the man while not scaring the bear.
The man is glued to his phone because he's having a call, not looking at it. People filming are the ones glued to their phone instead of opening the window to yell to the man and honk the hell out of him to get his attention. Luckily the bear was not super aggressive. People will rather film than effectively help each other out.
