You can see only one horse having bell, the one in the front, that's the lead mare, sometimes referred as "bell mare". Horses have herd hierarchy, and while stallion protects, the one deciding where herd goes is the older, leading, experienced mare. The plans are vast and horses can wonder where you cannot see them. The bell makes easier for both the humans to find a herd and for horses to follow the lead mare.
