A cyclist with beginning training knows to be proactive about foreseeing possible traffic conflicts, AND THEN, ride/drive in a manner that minimizes you risk. Riding on the lane border is pretty silly. Better drivers would be over on the right side of the lane. In this scene, the biker would have made it safely by. Yes, the car driver is wrong, but the biker is NOT completely right.
