What he did in "cooperation" with the draconian Biden administration was hugely illegal. He claims he only went along with the scheme out of fear of federal reprisal. Yet, still today, we find evidence of censoring and prejudice against MAGA, conservativism, certain faiths, Protestantism, home schooling, traditional family values, etc.
