Fun facts, memory can also cause this artifacts, and it's really really wonky. It happens in chunks (as in display elements, things like UI, or specific layer on the screen), my theory is the corrupted memory from the RAM was shared with the vram so It corrupts chunks of elements instead of the whole screen. It scared the heck out of me, as I thought it was my gpu dying, but turns out it was just the ram.

Artifacting like that (green or dotty alternating lines) is most common with VRAM issue, either faulty module or faulty BGA. GPU core issues are most often more randomly placed artifact square boxes around the screen. With these line artifacts the card is most likely reparable by a skilled technician, like NWR
Had a used computer that had the artifacting issue luckily all it needed was a New Drive since it didn't have a GPU..

Usually, with any artifacting whatsoever, that’s a pretty big indicator there’s a GPU Hardware Issue
My old Radeon 6850 started doing this right before it completely quit on me.
Windows 11 has a cool feature. When you first tested games and the error message popped up. That's a sign that windows is using the Microsoft basic display adapter. Just by the window. You see. When your using the Microsoft basic display adapter. Rounded corners usually won't appear. But when you use a proper display adapter. Rounded corners pop up
The fact the window telling there was an error wasn't suffering from image issue while the rest of the screen was itself spoke volumes more than what you said.
