The car driver changed lanes illegally but even if lane splitting is legal there, the biker was breaking the law too. Lane splitting is riding between two lanes on a multilane road and that is not what he was doing. The HOV lane is not multilane and is separated from the rest of the freeway. Riding in that space was like riding down the shoulder
