I'd say, this cop was cool as fuck, he is allowed to tow your car if you are driving like an idiot. You are lucky he gave you a $40 ticket. I also love his sarcasm "that car is probably my yearly salary". I think this cop came to do his job for all the right reasons and he was super cordial to the driver.

If it had to be towed because a law was broken, the tow truck company should not be liable for damages. The driver is responsible for the car and its operation.
