Thats not even the real story. Lenovo only sells that laptop with 32GiB of RAM so there is no official 64GiB version. The 64GiB of RAM got added by a third party company "upgrading" and reselling brand laptops thats why there is "UPGRADED" in the article title. So the lenovo technican is not required to test the RAM someone else added hes just required to make the laptop run with the amount of RAM they are selling the laptop. So if its really the RAM he has contact the company that upgraded the RAM instead of wanting lenovo to fix it.
