I've seen one vid, where orca group spot an seal on a floating ice, then the orcas just swim in synce slightly below the ice to break it up so the seal will fall into the water.

It is technically bullying in the sense of they could just kill the seal while its on the ice, however studies show that orcas and other similar aquatic predators prefer to toture, or wait for their food, as a means of not wasting energy.
Seems like they play with food at first until you realize it’s a prompt class on what you need to do to kill
