I fixed it by removing the largest malware installed on my laptop. I removed Windows 11.

Those ridiculous loading times simply don't exist for VLC on Linux. This is a Windows only issue.

Microsoft told me my computer couldn't run windows 11 and I needed to buy another computer because 10 was going away, so I installed LInux.
