A problem with this style of bunker would be if a tornado crossed directly over it, it would have a higher chance of being lifted, thrown around like a toy and destroyed with people inside. Bunkers anchored underground, sealed underneath would withstand more damage, with a much less likely chance of being ripped out of the ground and almost certainly not risking debris smashing a hole in it, potentially wounding someone sheltering inside.
