That's a super bright flash, but in dimmer settings it could wash out the image.
A lot of people realize that the flashlight built into the phone is nowhere near what it can actually display. It only gets to maximum brightness whenever you take a photo with the flash on, the reason for that is because having maximum brightness for a flashlight takes too much power and generates too much heat

To get a reliable measurement you would need to use an Ulbricht Kugel (or Integration sphere in English) which is basically just a sphere which is painted with a very reflective coating. But this is of course out of the scope of a simple short
To take full advantage of the light on Android phones, you must press and hold the flashlight button, and then the option to select the amount of light you want from the flashlight will appear. The iPhone also needs a bit more light at night to take photos because it doesn't achieve the same level of night photography as the Samsung and the Pixel, since both of those can process the dark better.

Btw this is only testing the flashlight not the flash as you’re not taking a photo chances are it may underpower the leds when in flashlight mode to avoid overheating the led
