I feel like in towns with no professor near by, gym leaders should be in charge of handing out local starters. That way Pokémon that can't be found without some game progress can be used. (Surf, fishing, HM, etc. blocked encounters)
I always considered Dratini-Dragonaire-Dragonite native Johto Pokemon anyway. In Kanto, they’re only found in the game corner or as a fancy, almost seemingly imported, Safari zone Pokemon. Whereas in Johto, the natural habitat, culture, and general vibe supports the Blackstone area as their native home.
