I had the same problem with my under eye makeup creasing, and I also have super dry skin but what finally helped me was too prep my skin by using a hydrating serum ( byoma) and moisturizer( good molecules / laneige) maybe toner if you want too, then for setting powder I used one size or Huda beauty
