Harley is ridiculous for not helping with this. If anything, it's made me wary of buying a Harley that all these Harley dealerships are like "We have no idea what's going on, let's just throw parts at it until it works."

The clip of the bike collapsing without the battery is pure gold. Can't imagine the jigs, stands, and hardware that the factory manual would call out for the dealer technicians.

In the radio controlled world when a when a lithium ion battery drops too low the charger will not charge it. To fix that we force low amperage current into the battery to bring the cells up to a minimum voltage and then the charger will work. I'm 98% sure the cells are too low and if you force electricity into them, everything will work.
The funny part is: I know exactly how each new episode with this bike ends before it is even starts LOL
