This process is called ElectroDeposition process. The car body is the Cathode, there are Anodes attached to the side walls of the tank..Current is applied and Paint is attracted to the Car body,,,Then paint is oven dried, This primer is for Corrosion Protection and further paint applications

E coat primer for electrostatic painting. The next process does all the blow off to prevent droplets then dries it. Painting is then robots.

That's not paint & it's not sprayed. It's an elpo dip, (electrostatic phosphate dip), that prevents rust/corrosion.
