"Predator" wise yes. There are quite a few horned/tusked grazers that will end a polar bear's life pretty quickly.

I saw this documentary where polar bears were fleeing from brown bears. It doesn't mean necessarily that brown bears beat them, but it seems they are more equipped for a confrontation
