Long time owner of a dog with a screened in porch. Put hardware cloth up on the inside. Toby won't be able to get through it and you'll still have the other screen to keep the bugs out. Ask your dad. He probably already knows this. 😁

Try stapling a piece of chicken wire or some type of galvanized wiring on the bottom inside of your screen door. Then when Toby pushes or scratches at the door it will be protected.

I would suggest a steel screen over the bottom of the door you just replaced the screen on.
Put a piece of trim on the outside screen where the extra screen is and it will also reinforce it.
Your Dad is so handy and you are so fortunate to have someone with all of his knowledge to advise you on your projects.

One of the outlets had a bad neutral or hot and when you turned on something that was closer to the panel that had correct power it back fed through the circuitry internally in the appliance and then items down the line from them that didn't work became energized. Whatever you were turning on became essentially a switch. Could have just been a loose wire on a receptacle or a bad receptacle. If everything has power now and works it is very likely resolved. Replacing the receptacles was a good idea just in case it wasn't a loose wire and they're fairly inexpenssive to replace.
