Don't do the Heimlich on someone that is coughing. You can make it worse and coughing probably will let them clear the blockage. You should do it if they don't clear the blockage and can no longer cough. I do appreciate him hitting him in the back though. You are supposed to alternate between hits to the back and the Heimlich, 5 of each repeating until the person can breath or collapses. If they collapse then you start treating it as CPR but periodically checking their mouth to see if you can see the blockage when you give them breaths. Or at least that was what I was taught in my last CPR/first aid class.
