Because the mcu hulk was intentionally kept in a nerf for plot integrity, if mcu hulk was able to grow with rage Thanos would have been decimated along with the ship. It was stated by Bruce that he was always angry, meaning he probably put that nerf on himself with whatever mental training he did to control the transformation. He didn't learn to control the hulk, he just learned how to keep hulk on a leash until he was needed
