To be fair even if he wore that seatbelt with that kind of sudden swerving he would still suffer that neck injury since airline seatbelt doesn't secure your upper body like car seatbelts

Having your seat belt off or on makes no difference. You had a neck injury. He would have got that neck injury, whether he had his seat belt on or off
