My guess is this isn't the lawmakers being sensible for good reasons its them realizing how unenforceable it would be on Linux which would end with them just not really enforcing it on Linux would lead them to getting sued or ignored by anyone else they tried to police it on

I think as soon as someone brought up that because of the way the law was written it would basically cause every single tech company to leave because all of their infrastructure would have to to be completely redesigned, they changed their minds real quick.

They can't enforce age verification on TempleOS or even a random old unsupported Linux Distro lol. It can all easily be bypassed and if you attempt to regulate the hardware and internet, we just make our own or modify it lol
