The cyclist was not even pedalling for quite a while when approaching SPC, it was the BMW which braked and hence slowed. Cyclist was also literally riding on the double yellow and not causing obstruction to anyone. In this case, actually it would have been much safer for the cyclist to ride right in the middle of the lane, in which i think 99.9% of the folks here would F. Although the cyclist did not ride defensively, i dont think any legal blame can be apportioned to the cyclist esp since he did not purposely speed up by pedalling. Is 100% driver's fault, esp since did not signal her intention while turning into SPC. Since there is injury and most likely ambulance and police would have been called and most likely there is SPC CCTV footage in addition to this video, no escaping for the woman driver to settle privately.

i cycle on road. i know very well that i am more vulnerable than other road user.. i pay lots of attention to other users to anticipate their action. the car at fault did not turn on signals. it break and slow down when approaching the patrol station. if i were the cyclist i would slow down or go outside of the car after i saw the breaks light and approaching an exit.. just an advice to all motorists and cyclists. you are vulnerable and the traffic rules is bias. you suffer more in any accident..
