There's no crack in the walls before cutting, weld wouldn't be as strong as the original casting. Not sure of the poit of it

You forgot to mention the installation of steel liners after the reboring process; this work would work perfectly well, as the liners add structural integrity to the cylinder walls.

I remember visiting the CAT Reman facility in Mississippi. Cat had a proprietary method of welding their meehanite engine and head castings. The facility was closed down shortly there after. I did weld a few meehanite or cast iron objects using nickel rod.
this is a question i obvioulsy dont know but would of thought. he is cutting off those cooling passages. wont that just ruin the block once it sees any action ? there will be no flow of cool coolant through there so it will just boil and over heat -> warp / lift correct ?
