The clock ran out and the Bengals were awarded the safety, but yet there’s no extra time allowed for this penalty because it was offensive and not defensive. If it was a defensive penalty then there would be the clock would’ve been extended for one on time down.

For all the people that are having trouble here: 1) This happened Nov. 27, 2016 in a game between Baltimore and Cincinnati. 2) This was on a normal play, it was not the punt after a safety. The play resulted in a safety. 3) Yes, holding was called on multiple players. 4) Yes, it was intentionally done to run out the clock because the game could end on an offensive penalty or penalties. The offensive penalties would not reset the clock or add time back. 5) Yes, while holding is against the rules, doing this was not technically illegal at the time beyond the 10 yard penalty for holding. 6) No, you can't do this anymore. In 2017 the NFL added a rule that if there are multiple intentional penalties on the offense on the final play of the game the refs are to award a 15 yard penalty and reset the time on the clock to what it was before the play was run. The change was made specifically because of this play. 7) No, this did not impact betting. Baltimore was a 3 to 4 point favorite so they would have covered either way and the score was well below the O/U regardless of the safety.

This loophole was closed by 2 rule changes, first in 2017 in response to this specific play they made it unsportsmanlike conduct to commit multiple intentional fouls on a single play to drain the clock. But a single egregious offensive penalty like an illegal kick could still run out the clock, so in 2023 they changed it again so now if any offensive penalty occurs in their own end zone, the defense can choose to decline the safety and enforce the penalty from the previous spot. So doing this now would give the other team an untimed down at 1st and goal.

Clock didn't hit zero. The safety was called with 12 seconds left -- but that required a kickoff. No chance of a TD then.
