Why exactly he was still facing execution at 0% guilt? At the beginning of the movie it was said, that if his guilt drops to 92% he won't be facing execution. Either I don't get something, or it's another movie where writers don't pay attention to what they write.

Hundreds of cops were not getting killed everyday in L.A., lol. They’d run out of cops in a couple of days.
